He was born in a village “ Damb Maliko” near Mastung on April, 25th 1951. His father was serving as lieutenant in Frontier Core force. After retirement he settled in Kalat. Mohammad Afzal was admitted in Dawood High Scholl kalat by his father . He was in class 9th while his father passed away . All the responsibilities of household came on his shoulders, still he passed his metric from Lahore Board in 1966. Having passed F.A he was appointed as junior English teacher in Govt: Dawood High School Kalat. He passed his bachelors in 1974. He completed B.Ed from Baluchistan University in 1978. He resigned from education department and joined Pakistan Television in 26th November 1979. In this duration he did L.L.B. He passed M.A Brahui with first position. He had opportunity to join the company of Dr.Abdul Rehman Brahui. This company increased his zeal with literature. He started the collection of Brahui folk stories. He published a book of these stories in 1986 with the name of “ Toobay na Tookur” the book consisted of 21 folk stories. Beside these stories he also collected Brahui verses. In this regard, his book “ Laily Moor” published in 1991.

Though, Afzal Mengal considers himself a poet but his poetry is short. He is a good short story writer. He has also taken part in Radio conversations and interviews. His written Brahui drama for Television became so popular that it was also telecasted in Urdu too. Currently, he is a central official of Brahui Academy Pakistan. He has been given awards by Brahui Adabi Society in connection with his excellent services of Brahui folk literature.

He has also shown his talents in sports. He has played various games with in the country and abroad. Now a day, he is settled in Quetta.
